On IRCC’s table, NCLC 7 in TCF Canada is Listening 458–502, Reading 453–498, Speaking 10–11 and Writing 10–11. NCLC 9 needs Listening 523–548, Reading 524–548 and 14–15 in Speaking and Writing. Each skill is converted separately.
NCLC 7 in TEF Canada is Speaking 310–348, Listening 249–279, Reading 207–232 and Writing 310–348. NCLC 9 is Speaking 371–392, Listening 298–315, Reading 248–262 and Writing 371–392. Speaking and Writing share one scale (out of 450); Listening is out of 360 and Reading out of 300.
The Federal Skilled Worker Program requires NCLC 7 in all four skills for a first official language. The Canadian Experience Class requires CLB/NCLC 7 for TEER 0 or 1 jobs and CLB/NCLC 5 for TEER 2 or 3. French as a second official language earns points from NCLC 5. Always confirm the current rule on IRCC’s site.
No. Both tests report a level per skill and IRCC converts each to an NCLC. What matters is the NCLC your programme requires; your lowest skill usually determines what you can claim, because most programmes set a minimum in every skill.
IRCC requires that your test results are less than two years old both when you complete your Express Entry profile and when you submit your application for permanent residence.
IRCC notes that TEF Canada tests taken between 11 December 2023 and 6 May 2024 used a temporarily modified scoring. If that applies to you, update your Express Entry profile with the corrected equivalency scores so the application is not refused.
