UAE Nursing Licence Fees and Eligibility - DHA, DoH and MOHAP for Registered Nurses

A Registered Nurse heading to the UAE needs two answers before paying: do I qualify, and what does each step cost? This page answers both for DHA in Dubai, DoH in Abu Dhabi and MOHAP, using published official amounts. The eligibility baseline all three share

DHA, DoH, MOHAP and the Sharjah Health Authority license nurses against one document, the Unified Healthcare Professional Qualification Requirements (PQR), now in its third version. For the Registered Nurse title it sets:

• Degree - DoH asks for a nursing or midwifery qualification from a full-time programme at a recognised institution, with the transcript duration matching the PQR minimum for your title. The PQR's title tables are not extractable from the published PDF, so confirm the duration with the authority.
• Experience - DoH's licensing manual states that "RN & AN titles do not require any experience, providing the qualification is obtained within the past 2 years", subject to the gap-of-practice rules below. Other nursing titles carry their own requirements in the PQR's title tables, so check yours.
• Licence - a valid licence or registration in your home country or country of last employment, where applicable.
• Good standing - a certificate no more than six months old when you apply, issued by the regulator in your country of last employment, or by your last employer where none exists.
• BLS - DoH's nursing page requires a valid Basic Life Support certificate or card from a recognised body. The PQR itself does not set BLS as a shared condition, so check each authority's checklist.
• Gap of practice - a break of more than three years triggers CME/CPD credits and training (for nurses, 40 credits and six months for a gap of three to under four years). Non-UAE nationals generally cannot apply after a gap of over five years.
• Attempts - three across the authorities, plus one possible final attempt with a different authority.

DHA Dubai

Who is eligible

DHA applies the PQR. Its licensing manual (version 1.3, July 2025) bars blacklisted applicants, those with a pending or negative PSV result, and those who have failed three times across UAE authorities. The Sheryan self-assessment is only preliminary.

Fee items DHA publishes

DHA labels the Sheryan service charges below as approximate; the Prometric exam fee is a fixed amount.

• Review Registration Eligibility - AED 200 credentialing fee for the nurse and midwife category, plus Knowledge and Innovation fees at checkout. Needed only after a negative self-assessment; takes 10 working days.
• DataFlow PSV - amount not published on the DHA or DataFlow pages checked. A new report takes 15 working days from payment; our DataFlow guide explains transfers and appeals.
• PSV report transfer - AED 300 when your DataFlow report was issued for another UAE authority. DHA also recognises Dubai Healthcare City Authority (DHCC) PSV reports without fresh DataFlow checks unless a document has changed. Transfers take five working days; DHA may request more documents.
• Registered Nurse exam, code RNT0312 - USD 240, paid to Prometric by American Express, Mastercard or Visa.
• Get Registered - AED 200 credentialing fee, plus Knowledge and Innovation fees, with five working days' processing.
• Licence activation for nurses and midwives - AED 1,000 for one year full-time, AED 1,500 for two years, AED 2,500 for three years, or AED 1,000 for a part-time licence, plus Knowledge and Innovation fees at checkout. The hiring facility submits this step.

Registration steps and exam booking

1. Complete the Sheryan self-assessment for Registered Nurse, or file Review Registration Eligibility if the result is negative.
2. Send your degree, licence, Good Standing Certificate and any experience letters to DataFlow for primary source verification.
3. Generate your eligibility ID in Sheryan and book RNT0312 on the Prometric DHA site. PSV and the exam may run in parallel.
4. Submit Get Registered, with a photo and passport copy, once PSV is complete and the exam passed.
5. On approval you receive a registration certificate; a DHA-licensed facility activates it into a practising licence.

Validity, rescheduling and attempts

• Reschedule or cancel at least five calendar days before the exam, on the Prometric website. DHA's manual says Prometric collects a centre-specific charge to change an appointment.
• No refunds. Prometric and DHA state a strict no-refund policy. A cancellation or no-show is not counted as a failed attempt, but the fee is lost.
• Results appear in Sheryan as Pass or Fail. DHA's assessment manual allows up to two working days, while the Sheryan FAQ says Prometric results are instant. The score is not shared, and you may send an appeal letter to DHA within one month.
• Attempts - three. Failing the third blocks a new DHA application for two years. The manual allows one final attempt with a different authority, and a fourth DHA attempt if you submit a declaration letter confirming you have not failed with any other UAE regulatory authority; that fourth attempt is not open to Tier 3 applicants upgrading to a consultant title.
• Registration is valid for one year from issue and does not allow practice until activated.

DoH Abu Dhabi

Who is eligible

The DoH Licensing Procedural Manual, issued with circular 151 of August 2024, has a Nurses and Midwives page. It asks UAE university graduates and GCC nationals for six months of experience or clinical training after qualifying. The PQR waives it outright only for UAE nationals and children of Emirati women, and otherwise "except when no experience is required for the title", so confirm your title with DoH. Where experience is used, its last day must be no more than two years old. A licence and Good Standing Certificate are marked not applicable when no experience is required; a BLS card is needed.

Fee items DoH publishes

• PSV package - AED 990 for nurses and other non-physician categories, with a published timeframe of 24 working days.
• Application - AED 100.
• Registered Nurse exam - AED 540, the CBT fee the manual lists against the Registered Nurse title (Assistant Nurse, school nurse and Registered Midwife pay AED 500; the specialty nurse titles sit an oral exam at AED 50 instead). It is charged per attempt. You start payment in TAMM and are redirected to Pearson VUE to schedule, so check the amount TAMM displays before paying.
• Licence - AED 300 on the nursing page for a two-year licence, with AED 100 added as an additional application fee. The same table prices a one-year nursing licence at AED 200. The AED 100 additional application fee is noted only against the two-year row, so check which duration TAMM applies and what total it displays.

Malpractice insurance fees may apply. DoH published these amounts as checked on 20 September 2026, so confirm each before paying.

Registration steps and exam booking

1. Create a TAMM profile with UAE PASS (non-residents use a mobile number and email).
2. Complete PSV through DataFlow. DoH accepts only reports addressed to DoH, so a report made for DHA or MOHAP must be re-issued.
3. Submit the licence application with your photo and BLS card. DoH review takes five working days.
4. Start payment in TAMM, follow the redirect to Pearson VUE, book a slot and print the confirmation. The Registered Nurse CBT has 150 multiple-choice questions in three hours, in English.
5. Link to a facility within three months if you were not linked at step 1; otherwise the application expires.
6. Clear security, which takes five working days, then pay for the licence, issued instantly.

Validity, rescheduling and attempts

• Exam window - six months from credentialing approval. If you have not passed by then, the application closes.
• Reschedule at least 72 hours before the booked date at no extra fee. The booking fee is refunded only if you cancel 72 hours ahead.
• A no-show is not counted as an attempt, but the booking fee is not refunded.
• Results are posted on TAMM as Pass or Fail within 24 hours. DoH sets the cut score internally and does not publish it.
• A pass stays valid for five years, subject to the PQR; a gap of practice can still require a resit.
• Exemption - a valid DHA or MOHAP licence for the same title, or one expired or cancelled within six months, with good standing, can exempt you from the DoH exam.
• The licence is valid for two years.

MOHAP

Who is eligible

MOHAP applies the PQR, including its exam-exemption criteria, and asks for a Good Standing Certificate dated within the past six months.

Fees and steps

MOHAP's evaluation page lists no amounts; it says only that applicable fees are paid with the application. Applicants transferring an existing DHA evaluation get the evaluation certificate without another exam once DataFlow verification fees are settled.

1. Apply online through the MOHAP Evaluation System with all required documents.
2. Pay the applicable fees; MOHAP reviews the file and forwards it to DataFlow.
3. An evaluation officer decides whether an exam is needed.
4. If so, sit the Prometric exam. Results are generated automatically as Pass or Fail against a 60% minimum.
5. Receive the evaluation certificate, secure a job offer, and have the employer submit the licence request.

Validity, rescheduling and attempts

MOHAP allows a maximum of three exam attempts. The page does not publish rescheduling rules, a question count or certificate validity, so follow your booking notice.
